| 3 | Operational Continuity | Remain active with no termination or warning status. No serious compliance, quality, or service violations. |
| 4 | Capacity Commitment | Demonstrate real execution toward your committed capacity plan — including rider activation, attendance consistency, and supply stability. Targets are commitments, not aspirational numbers. |
